A Washington panel has deemed a proposed oil-by-rail site suitable for that very function. However, with the vote, there appeared to be caveats.
“ … While the evaluation council answered ‘yes,’ it also went to great lengths to point out that the question of whether the companies should actually get to build and operate their project is far from settled,” the newspaper reported.
