Contract negotiations have stalled between the union representing 900 office and clerical workers and a group of 14 shippers and terminal operators at the ports of Los Angeles and Long Beach, officials said Friday.

Union officials fear local jobs could be outsourced to other countries. “We have discovered many instances where the employers were hiring nonunion individuals to perform union work on a daily basis while reducing the union work force,” said John Fageaux Jr., president of the ILWU’s office clerical unit.
