Longview-based Chinook Ventures has not obtained proper clean-water permits while redeveloping the former Reynolds Metals Co. site along the Columbia River, a Portland-based environmental group alleged in a federal lawsuit filed Thursday. Columbia Riverkeeper officials say they want the state Department of Ecology to require Chinook to obtain permits for handling aluminum mill waste and petroleum coke or stop the work. … The 416-acre Chinook site on Industrial Way had been contaminated over decades of aluminum production by Reynolds and, briefly, Alcoa. … The company is developing a private port and processing facility.
