SSA Marine wants to install an electric grid system at Long Beach within the next two years that would offload containers and shuttle them by electric trolleys to a storage yard, where they are put onto rail wagons and then onto on-dock rail. … But, an even bigger problem lies in getting the International Longshore and Warehouse Union (ILWU), which controls all dockside labour in California, to agree. Its current six-year contract with West Coast employers stipulates two drivers per container crane per eight-hour shift. With the new system, there would be only one driver, and all drivers would work from the terminal’s control tower.
