Port of Tacoma Executive Director Tim Farrell will leave the agency at the end of the year, the port commission and Farrell announced Monday evening. The port planned to build NYK a new terminal on the Blair Waterway. That plan was derailed by the recession, but the project faced serious obstacles including cost estimates that increased from $800 million to $1.2 billion. … In the meantime, the economy also tanked, pushing down the number of containers and other cargo moving through the port and the agency’s revenue, ultimately leading to buyouts and layoffs last spring.
